When planning and creating a garden, it is wise to first clear everything out, and then conciously add the plants that you want to grow.
Otherwise pre-existing plants will continue to grow and weeds may take over the garden.
Intuitively you may want to only remove what you obviously do not want, however it is most effective to remove all of the plants. The reason for this is that the root systems naturally become entwined and it is unlikely to successfully remove one plant without harming the other and likewise if root networks from the weeds remain they will easily regrow. So taking the time to clear the space completely and then conciously add in the plants that you want sets you up for the greatest chance of success.
